中国汽车节能减排政策与美、日比较研究

The Comparative Research on Automobile Energy-saving and Emission Reduction Policies among China, United States and Japan

从燃油经济性与汽车排放标准两个方面,分别对中、美、日三国的政策进行比较,发现三个国家对汽车的节能减排都非常重视,制订了逐步严格的节能减排政策措施,取得了很大的成就。经过比较认为,中国应该从完善燃油经济性法规、尾气排放阙值制定、财税政策等多个方面的相关制度,特别是通过支持关键共性技术创新,发展新能源汽车,促进节能减排目标的实现。

Comparing the energy saving and automobile emission standards of Chinese, American, and Japanese, this paper presents that three countries attach great importance to energy saving and emission reduction, and have gradually developed strict energy- saving and emission reduction policies, which have got great achievements. This paper puts forward that China should improve the system from the fuel economy regulations, emissions threshold to fiscal policies. In particular, it is important to realize Chinese energy saving and emission reduction targets by supporting the key generic technological innovation of new energy vehicles.
