广州市社区公共卫生服务成本测算研究

Study on Cost Estimation of Community Health Services in Guangzhou

目的:对广州市社区公共卫生服务成本进行系统全面的测算,为社区公共卫生服务补偿提供科学的决策依据。方法:通过文献研究、专家小组讨论、现场问卷调查的方法,收集广州市65家社区卫生服务中心2007年11项公共卫生服务项目的成本测算原始数据,采用建立模型的方法对成本进行测算。结论:目前,广州市对常住人口财政补偿社区卫生服务中心公共卫生服务25元/人年,年标准偏低,不能弥补实际成本,建议按照标准成本对社区公共卫生服务工作实施政府购买。

Objective：Estimatied the cost of community health services in Guangzhou systematicly and comprehensively,to provide a scientific basis for decision making in compensate.Methods：Ways such as literature,expert panel discussions and on-site survey were used to gather the data of 11 public health service cost estimation in 65 community health center in 2007,modeling approach as measure and calculate.Conclusions：At preasant,25RMBper person per year as the standard which the financial department compensate to community health center for public health service is too low,it can＇t cover the cost.It is suggested that government payment should made to public health service in standard cost.
