重庆市区县城乡总体规划编制改革的得与失

Urban-Rural Master Plan Compilation Reform of Chongqing

针对传统区县城乡总体规划"城乡分割"和"部门分割"的问题,重庆市规划系统于2007年启动了区县城乡总体规划编制的试点改革工作。改革工作既有所得,也有所失:一方面,重庆市规划系统在应对当前城乡规划分离及各类规划空间协调问题上吸取了重要的经验,部分创新型的编制思路与技术方法得到了充分的应用;另一方面,在规划编制的过程及规划实施中暴露出一些问题,阻碍了区县城乡总体规划的实施。重庆市区县城乡总体规划的改革应该在现有"所得与所失"的基础上继续延续和开展下去。

Urban and rural places are physically separate but both are addressed in county master plans. Planning agencies are typically separated into urban and rural departments, which can exacerbate the problem of non-integrated urban-rural planning. Chongqing initiated a reform of its county level master plan requirements and achieved mixed results. The reform provided good experience in the coordination and integration of urban and rural plans, but problems still persisted in plan compilation and implementation. Chongqing will continue to reform its county level master plan policies.
