摘要
成本效益分析是投资项目决策普遍采用的一种方法。然而在公共投资项目的决策实践中,应用成本效益分析产生了一些问题。本文从公共投资项目多目标性、投资主体二元性、公共产品特殊性及公共投资项目利益格局复杂性等角度分析了成本效益分析的适用性,并认为建立完善的公共投资项目决策机制对提高投资决策效率更有效。
Cost-benefit analysis is a common method used in investment decision.However,in public project decision practice,cost-effective analysis has brought about some problems.In this paper,the author studied the applicability of cost-benefit method from the perspective of public projects multi-target,binary investor,public goods specialty and interests structure complexity etc.,and the perfect decision mechanism is considered more effective to improve decision efficiency of public project.
