Research on Antarctic Regional Protection and Management——A Review of China's First Antarctic Specially Protected Area of Mount Harding

在南极条约体系逐步建立的南极区域保护框架的大背景下,从设立背景、区域范围的选定、保护价值和内容的论证、管理计划草案的编写以及获准设立等各个方面,系统总结了我国首个南极特别保护区即南极格罗夫山特别保护区的申报与建设工作。同时还重点简述和分析了该保护区的区域特征、保护目标、保护价值与内容和相应的管理措施,并探讨了我国首个南极特别保护区的成功设立的价值、经验及其启示意义。

Within the framework of Antarctic regional protection established by Antarctic Treaty system,we made a systematic review of application and construction of China＇s first Antarctic specially protected area of Mount Harding from such aspects as background,designation of protected area,protection value,the preparation of its management plan,and the adopting process by CEP and ATCM.We also gave a brief description of important contents of its management plan.Besides,we discussed the value,experience and implications of constructing the first Antarctic specially protected area.
