生态补偿:河南矿产资源开发与环境修复的需求

Ecological Compensation:the Need for Mineral Resources Exploitation and Environmental Restoration of Henan Province

矿产资源的开发对生态环境的损害量大面广,调整开发与生态保护的关系,加速矿区生态环境的修复和建立矿产资源生态补偿机制不仅是一项重要的任务,还是实践的需求。近年来河南矿山生态环境恢复与补偿实施取得了一定的成效,但问题仍然不少,构建矿产资源开发生态补偿机制应遵循受益者补偿、破坏者负担,不同历史时期分开补偿原则,以生态环境修复成本确定补偿标准原则等,区别不同情况征收恢复治理资金和修复准备金,筹措生态环境恢复治理资金,征收生态环境恢复保证金,重视政策和法规建设。

Introduction of the issues about restoration of the natural environment and a mechanism for ecological compensation of Henan province is the key point of this paper.With regard to the establishment of a mechanism for ecological compensation of mineral resource development,the paper proposes some specific methods:abiding by the principle of 'both those who enjoy benefits from the mineral resources and those who cause damage to the natural environment responsible for affording redress',as well as compensating according to the different periods of history;determining compensation standard centering on the restoration cost of the natural environment,imposing funds for recovery and restoration reserves according to different conditions;paying more attentions to policy and legislation work.
