Political Participation and Civil Culture Cultivation

参与是民主理论中重要的概念,它不但是衡量民主程度的一项指标,也是政治社会化的一个重要方式。参与所具有的教育功能,可以使广大民众接受一种民主的训练。民主的技能、"理性——积极"的精神、较强的政治效能感、合作和信任感等一系列支持民主政治运行的因素,都可以通过参与培养出来。而这些因素逐渐积累起来,就可以形成民主政治运行所需要的"公民文化"。

Participation is an important concept in democratic theory,it is not only an indicator to measure the democracy,is an important way of political socialization.The educational function of participation,can make public to accept the democratic training.The skills of democracy,＂Reason -positive＂ spirit,strong political efficacy,cooperation,trust and a series of supporting democracy factors,can be cultivated through participation.These factors gradually accumulat and form ＂Civic Culture.＂
