国家审计局原局长李金华曾指出"中国经济存在马太效应,地区差距有逐步拉大的趋势",随着经济的发展,区域经济发展不平衡越来越严重,而农村剩余劳动力向经济相对发达地区转移,在一定程度上又加剧了区域经济的不平衡,因此如何调节农村剩余劳动力转移,促进区域经济发展平衡发展具有深刻的现实意义。
