论党的执政责任建设

Building of the Party′s Governing Responsibility

党的执政责任是远远重于、高于党的执政能力的范畴,是党基于执政地位对国家和人民的职责担当。推进党的执政责任建设是一个新课题,面临着诸如领导干部执政责任意识没有充分确立、责任与惩治的对接不完全到位、党委高度集权成为责任中心和矛盾中心、"潜规则"影响等方面的困境问题。由此入手,推进党的执政责任建设应围绕着"树立正确的执政责任意识、健全问责制度、建立党内质询制度、建立党内弹劾罢免制度、分解党委的执政责任、推进反腐倡廉制度体系建设"等基本路径展开。

The Party′s governing responsibility far outstrips and overtops the Party＇s governing capability category,which is that the Party undertakes her responsibility on account of her ruling status for the country and the people.To promote the Party ′s responsibility building is a new topic,confronted with the dilemma like leading cadres have not fully established the sense of responsibility,responsibility and punishment are not completely in place,the Party committe′s highly centralized power becomes the centers of responsibility and conflicts,and hidden rules,ect.Promoting the building of the Party′s responsibility should develop around establishing a correct ruling sense of responsibility,a sound system of accountability,the question system within the party,the party impeachment and dismissal system,decomposing the Party committee′s ruling responsibility and promoting the construction of anti-corruption systems.
