我国农田水利建设存在的问题及建议

The Existing Problems and Suggestions of Irrigation and Water Conservancy Construction in China

在全面建设小康社会中,突出的问题是"三农问题",而农业基础脆弱和水资源总量不足、时空分布不均又是发展农村经济、提高农业生产效率的制约因素,因此,加强农田水利基本建设是着眼全局、着眼长远、着眼发展的战略举措。促进农业可持续发展、增加农民收入、改善农村生态环境,既是经济发展的需要,也是政治稳定的需要。在目前农业、农村远远落后于工业、城市发展的情况下,政策利益适当向农业倾斜,有利于共同富裕和协调发展。

During the well-off society construction,the outstanding problem is the ＂three rural issues＂,while the weak agricultural base and the insufficient water resources,uneven spatial and temporal distribution are unfavorable factors to the development of rural economy and efficiency improvement of agricultural production.Strengthening water conservancy construction is strategic initiatives focusing on global,long-term perspective.Promoting sustainable agricultural development and increasing their income,improving the rural ecological environment are both economic development needs,but also political stability needs.At present,agricultural and rural are far behind the industry and urban development,the policy interests duly inclines to the agricultural sector is conducive to jointly prosperity and balanced development.
