我国资源节约型、环境友好型交通发展模式及政策取向

Resource-efficient and Environment-friendly Transport Development Pattern and Policy in China

为全面落实节约资源和保护环境的基本国策,加快转变交通运输发展方式,实现交通运输可持续发展,探讨分析了我国资源节约型、环境友好型交通发展模式及政策取向。基于发展模式的概念,简要分析了改革开放以来我国交通发展模式的演进历程和阶段性特征;总结分析了国外交通发展模式的演变规律和一般特点,凝炼了主要经验与启示。按照资源节约型、环境友好型社会的总体要求,结合公路水路交通行业特点,分析了我国资源节约型、环境友好型交通发展模式的内涵和主要特征。此外,还分别从加快交通结构调整、提高交通发展质量、集约节约利用资源、大力发展绿色交通、实现交通安全发展、强化交通科技创新和提升行政保障能力等7个方面提出了主要政策。

In order to comprehensively implement the China＇s national policy of saving resources and protecting environment,accelerate the transformation of the transport development pattern,and achieve sustainable transport development,resource-efficient and environment-friendly transport development pattern and policy in China were discussed thoroughly.Based on the concept of development pattern,analysis of both domestic and international transport development pattern evolution and features was conducted,and the main experiences and enlightenments were summarized concisely.Furthermore,in accordance with the overall requirements of resource-efficient and environment-friendly society,combined with the characteristics of highway and waterway transport sector,the connotation and main features of the resource-efficient and environment-friendly transport development pattern were defined.Finally,main policy measures for China＇s resource-efficient and environment-friendly transport development were systematically proposed in respects of optimizing structure of transport industry,improving quality of transport development,utilizing resources efficiently,developing green transport,realizing transport safety development,reinforcing innovation of science and technology and strengthening administrative capacities.
