摘要
防止公职人员的利益冲突是廉政建设的重要内容。世界经济合作与发展组织(OECD)设计了防止利益冲突的伦理工程,包括指导功能模块,其要素是行为规范价值和职业发展等;管理功能模块,其要素是管理机构的协同和公共服务环境等;控制功能模块,其要素是法律框架和公众参与等。伦理工程是一个综合体系,形成了管理和防止利益冲突的合力。科学借鉴OECD国家防止利益冲突的伦理工程的实践经验,有利于我们拓展防止利益冲突的工作视野。
Managing and preventing conflict of interest(COI) is a strategy for curbing corruption and building an ethical government.Organization for Economic Co-operation and Development(OECD) always emphasizes COI policy in building an ethical government and accumulates lots of experiences which have reference value in the world.OECD promotes a well-functioning Ethics Infrastructure which has three main functions including guidance,management and control,and several core components such as codes of conduct,professional socialization mechanisms,ethics co-ordinary body legal framework,accountability mechanisms and active civil society.Ethics Infrastructure is a system in which main functions and core components work as one to curb conflict-of-interest problem.Borrowing scientifically from the experience of OECD could help us to prevent COI in China.
