农民增收问题是解决中部地区"三农"问题的关键所在。研究表明:人力资本和科技进步是中部地区农民增收的内生动力。促进中部地区农民长效增收,应大力提升人力资本,加快科技进步,实施农村义务教育均衡发展、职业教育创业创新、劳动力转移培训和现代农业急需人才开发等"四大工程",构建现代农业关键技术、科技创新、技术推广和网络服务等"四大体系"。

The income increasing of farmers is the key of resolving the central China agriculture,ruralareas and farmers problems.Researches shows that the human capital and scientic technological progress is the endogenous driver of farmers income increasing.To increase farmers income in central China should implement the projects of rural compulsory education balance development,vocational education innovation,labor force transfer train and modern agricultural development demand for qualified personnel to enhance human capital level,establish the systems of the key technology of modern agriculture,the scientic technological innovation,technology popularization,network services to accelerate scientic technologicl progress in argriculture.
