市政公路地理信息综合应用系统建设中的几点思考

随着改革的深入和政府职能的转变,逐步建立起适应市场经济环境和规则的市政公路设施管理和养护体制,实行管理和管养分开,实现管理专业化、养护市场化,已成为必然。如何利用现代化高新技术――地理信息系统(GIS)、遥感技术(RS)、卫星定位技术(GPS)、计算机技术及相关信息管理技术,建立市政公路地理信息综合应用系统,用来解决当前生产管理中存在的问题是非常必要的。它将有利于提高城市现代化管理水平,提高城市经济效益,辅助领导依据科学手段和科学数据进行决策、指挥和管理(特别是应对紧急突发事件),就显得十分必要和迫切。

With the deepening of reform and transformation of government functions,gradually establish the municipal highway facilities management and maintenance system to adapt to the environment and rules of the market economy,separate management and maintenance,achieve professional management and marketization maintenance,which has become inevitable.It is very necessary that how to use the modernized high-tech,such as Geographic Information System（GIS）,Remote Sensing（RS）,Global Positioning Satellite（GPS）,computer technology and information management technologies,to establish the geographic information system of the municipal highway and resolve the problems existing in the management of production.It is favorable for improving the level of urban modernized management and the benefits of urban economic,supporting leadership based on scientific methods and scientific data for decision-making,command and control（especially with emergencies）,it is very necessary and urgent.
