实施科技兴林战略，推进林业产业化，包含着三大基本要素，一是“量的扩张”，二是“质的提高”，三是“生产与市场的联结”。云和县在实施科技兴林战略，稳步推进林业产业化的进程中，重点放在前二大要素上，第三大要素刚刚提到议事日程上，本文就该县林业产业化的“量的扩张”和“质的提高”以及作为前二者保障的机制问题，作简要介绍。
