学校领导在教育政策过程中发挥着重要作用,他们充当着政策问题的关注者、政策制定者、政策执行者和政策影响者等多种角色。作为政策问题关注者的学校领导,要善于学习,密切关注国家的教育政策与法规;作为政策制定者的学校领导,不仅要深入领会上级的政策精神,把宏观政策转化为政策行动,而且要通过参与咨询、辩论、调研与访谈等间接参与政策制定;作为政策执行者的学校领导,要在思想与行动两个方面起到引领与示范作用,提高政策执行力;作为政策影响者的学校领导,可以通过论坛、发表演讲、发表文章著作、开展研究等影响教育政策。
