建立农村住房社会保障的对策思考——基于长沙市农村四县市(长沙县、浏阳市、望城县、宁乡县)住房的实证研究

Countermeasures on Establishing Rural Housing Social Security——Based on Empirical Studies in Liuyang City,Wangcheng County,Ningxiang County and Changsha County

当前我国仍有大量农村弱势群体住房没有得到相应保障,其居住条件依然恶劣,这严重制约了农村居民的生活质量。因此,应积极借鉴国外以及国内相关省市农村住房保障措施的实践经验,根据农村不同经济收入水平人员对住房保障的不同需求,设置不同的住房保障项目,逐步实现农村住房社会保障由选择性到普惠性的转变,建立起覆盖全体农村居民的住房保障体系,提高广大农村居民的住房福利水平。

A number of security measures have been taken to solve the housing problems in rural areas of Changsha, but these measures are temporary, emergent, and the scope of protection is limited. Nowadays, there are still a lot of vulnerable groups in rural areas who never receive appropriate protection. The poor living conditions have seriously restricted the quality of their lives. Therefore, we should actively learn experience fi＇om abroad and other provinces in solving hous- ing problems and set up different projects according to different people＇s needs for housing security. At last, we will build up a rural housing social security system in coverage of all rural residents and improve the level of housing welfare of all rural residents.
