Research and Prospect on Cooperation Strategy of Power Customers

摘要 借鉴排污权交易的机制和实践,结合我国当前电力工业体制环境,提出了基于用电权交易的用户互济策略及其实现方式。重点研究用电权市场的交易模式,包括用电权初始分配机制、市场主体、交易方式、价格形成机制等,建立以公平性、经济性、安全性为原则的用电权初始分配模型,采用粒子群优化算法求解;并对用户互济策略的发展路径进行展望。算例分析表明,基于用电权交易的用户互济是一种新颖而有效的策略,不仅可以合理解决用户限电问题,并且能够以市场机制优化配置用电资源,为启动我国需求侧电力市场提供了新的思路。 Referring to the mechanism and practice of the emission right trading and combining with the current environment of power industry mechanism in China,a cooperation strategy of the power customers and its realizing method based on the trading of the power consumption right were presented.The transaction mode of the power consumption right market was researched in depth,including initial allocation mechanism,market subjects,transaction mode,pricing mechanism and so on.The initial allocation model of power consumption right was built based on the principles of equity,economy and security and solved by particle swarm optimization algorithm.The development path of the customers′ cooperation strategy was prospected.The example analysis showed that customer cooperation based on power consumption right trading was a new and effective strategy,not only solving the problem of power limiting of the customers reasonably,but also optimizing the configuration of the power resources,and providing a new way to start the demand-side power market of our country.
