摘要
运用能值生态足迹法对西部的三大地区——陕川渝三省(市)的可持续发展状况予以分析,利用三地能值生态赤字(盈余)及万元GDP的大小及各能源消耗比例的大小,初步得出三地合作发展的优先性。结果表明:2007年陕川渝三地的能值生态赤字分别为3.604hm2、1.467hm2、1.268hm2,万元GDP生态足迹分别为3.162hm2、2.31hm2、1.632hm2;陕川渝三地的发展各自面临一定的资源短缺问题,这种依靠进口或者过度开发来为维持社会经济高速发展的方式,势必会引发一系列的生态问题,在新时期,原有的以环境为代价的传统发展模式遇到了挑战,只有因地适宜地对这种模式进行优化调整,才会使三地的发展持续化,从而推动西部发展;三地的不可持续发展状况中,陕西的情况最为严重,资源利用效率最低,川渝相比之下有一定的互补性,提出川渝优先合作带动西部发展,陕西及早与川渝接轨实现共赢。
In this paper, the sustainable development of the three western regions- Sichuan, Chongqing, Shaanxi was analyzed by the method of Emergy ecological footprint. An objective evaluation to the region's priority of co-operation was given among Shaanxi and Sichuan-Chongqing from the perspective of sustainable development. The results showed that: the ecological deficit of Shaanxi, Sichuan, Chongqing in 2007 were 3.604 hm2, 1.467 hm2, 1.268 hm2 respectively, EEF per 10000 yuan GDP were 3.162 hm2, 2.31 hm2, 1.632 hm2 respectively. The developments of Shaanxi, Sichuan and Chongqing were all facing a certain resources shortage. The model of development that relies on imports, or over-development to maintain the rapid economic development would inevitably lead to a series of ecological problems and cause the challenge to the original model of development in these three places during the new period. Only through some appropriate optimizations and adjustments, can the development of the local be sustainable, thus promoting the western's development. These three regions were all in non-sustainable development situation, and the situation was the most serious for Shaanxi, which was in the lowest efficiency of resources use; Sichuan, Chongqing had a certain degree of complementarity, relatively. This paper suggested that the cooperation between Sichuan and Chongqing should come first to drive the development of the western regions. Shaanxi needs to improve itself firstly and join into the cooperation of Sichuan, Chongqing as soon as possible, to realize the regional win-win goal.
