农业产业化发展的融资困境与金融支持体系建设探索

Research on the Financing Difficulty of Agricultural Industrialization's Development andthe Development of Financial Support System

建立完善的农村金融支持体系是现代农业产业化发展和农村经济社会整体进步的重要前提条件。笔者在全面分析农业产业化发展面临的融资困境的基础上,认为必须从确立法律保障系统、创新金融管理体制、完善支农政策体系、健全信用担保体系、构建农业保险体系以及加强金融安全监管六方面构建新型农村金融支持体系推进传统农业向现代农业的转变。

The establishment of a sound rural financial support system is an important prerequisite of the development of modem agricultural industrialization, as well as the progress of rural economy and social. On the basis of analyzing the financing difficulty of agricultural industrialization＇ development, this paper thought it should take the following six aspects to build a new rural financial support system to promote the transformation of traditional agriculture to modem agriculture. Those are the establishment of legal protection system, innovative financial management system, improve the system of agricultural support polieies, improve the credit guarantee system, build a system of agricultural insurance, as well as strengthening the financial safety control.
