The Connotation and Implementing Strategies of Equalization of Basic Public Health Services

基本公共卫生服务均等化是改善人群健康而必不可少的一系列活动,对于实现人人享有基本卫生服务的改革目标具有十分重要的意义。对均等化的内涵与目标、意义与作用及均等化与可及性的关联等进行了阐述;借鉴国际经验,提出了分阶段推进、提高财政支付能力和人员能力建设等促进我国基本公共卫生服务均等化的策略与建议。

The equalization of basic public health services （EBPHS） is a series of necessary activities for improving the population health. It is very important for realizing the goal of basic health care for all. The paper explains the connotation and target, meaning and effect of equalization as well as the association between equalization and access; and then draw the experience from international, strategies and suggestions improving EBPHS on pushing by different phase, enhancing the financing ability and capacity building put forward.
