The Construction of Responsible Government in the Perspective of People's Livelihood

民生问题是一切文明社会所共同关注的问题,也是国家发展进程中的根本性问题。关注民生、重视民生、保障民生、改善民生是政府必须承担的责任。要解决好现阶段的民生问题,必须把握正确的政府责任导向,建设一个集阳光政府、有限政府、法治政府、诚信政府、亲民政府、民主政府、自律政府、和谐政府、服务政府综合交叉的善治政府。

The problem of people＇s livelihood is not only a universal topic in all civilizations but also one of the most fundamental issues in the development of a state. Since a government takes the people＇s interest as both the starting point and the ultimate goal,it must be responsible for the task of caring,emphasizing,safeguarding and improving the people＇s livelihood. To solve problems of people＇s livelihood,it is necessary for the govern-ment to hold the right orientation of responsibility. Furthermore,a ＂good government＂ ,which is ＂sunny,limited,rule-of-law,credible,caring,democratic,self-disciplined,harmonious and service-oriented＂ ,must be established.
