日本消费领域的危害预防型公共治理研究——以消费危害情报制度为主线

The Study of Japanese Public Governance on Injury Prevention——With the Main Line of Japanese Consumer Injury Surveillance System

2008年的"三鹿毒奶粉"事件使得消费安全问题成为全国人民关注的焦点。质言之,消费危害的预警机制缺失实为我国消费危害事故频繁发生之症结所在。日本在20世纪60-70年代与中国当下面临的问题十分相似。日本通过创设消费危害情报制度以谋求国民生活安全性之提升,并取得了很好的效果。日本消费危害情报制度之构建,其法制基础及基本内容,对完善我国消费危害预防型公共治理,确保消费安全具有积极的借鉴意义。

The incident of China＇s Sanlu milk powder contamination happened in 2008 attracts more public attention to consumption safety.In fact,the lack of early warning mechanism is believed to be the main reason.In the sixties and seventies of last century,Japan also experienced the similar problem.By building up a consumer injury surveillance system,the trouble of consumption safety in Japan had been improved.Therefore,it is helpful for us to recognize the background,legal basis and content of consumer injury surveillance system in Japan.
