经济开放度评价及对策研究——以甘肃为例

Study on the Economic Opening and Countermeasures in Gansu Province

经济开放度既是衡量经济竞争力的重要指标,也是体现经济发展水平的重要表征。选择对外贸易进出口总额、外商直接投资总额、对外承包工程及劳务合作总额、国际旅游外汇收入总额与GDP等指标,采用加权平均法衡量甘肃经济开放度。1999~2008年,甘肃经济开放度明显提高,但与发达地区和全国平均水平相比,甘肃的对外开放水平依然较低,因此,必须大力发展外向型经济,营造外商投资洼地,拓宽外商投资领域,引进外贸服务人才,以提高甘肃经济开放度,加快经济发展。

The economic opening is not an important index to measure economic competence but also a significant symbol to embody economic development.The paper selects four indexes to measure the economic opening in Gansu.The study indicates that the economic opening in Gansu has obviously been increased in the period from 1999 to 2008.Hower,it is still at a low level compared with the developed areas and average national level.Finally,it puts forward some countermeasures,including promoting the development of outward-oriented economy,attracting foreign investment and talents,to raise the economic opening.
