我国行政收费存在着项目过多、主体庞杂、总额巨大、收费行为混乱,资金管理不规范等问题。行政收费存在的问题是由财政压力、内在利益、管理制度缺陷等因素造成的。地方政府实施的'零收费'改革是在不触及制度体制和照顾有关部门利益的前提下实施的治理措施,是地方政府的治理收费问题的可行选择。

This paper analyzes the growth and evolution of the modem service industry in the national economy, using the panel datas over the past three decades since the reform and opening up. It analyses the factors influencing the development of service industry under the version of modernization. demonstrats the relationship between the modernization and the development of the service industy. The paper offers the related suggestions at last.
