"三边工程"是指边设计、边采购、边施工的石化建设工程,该类工程采用网络图法进行计划管理,可显著缩短项目建设的周期。文章结合工程实例,较为详细地论述了设计与采购、设计与施工、采购与施工平行推进的工程管理方法。文章指出"三边工程"实际上是一项系统工程,要做好它就要打破设计、采购、施工各单位、部门的界限,加强统筹和协调,才能真正起到加快工程进度的作用。

So called'Three-alternative Management'means an alternate management approach to design,procurement and construction in petrochemical construction projects,which uses the network chart method for plan management and is able to shorten project construction period.Associated with the project examples,this paper discusses in considerable detail the management method of parallel development in design and procurement,design and construction,procurement and construction.It indicates that the management approach is substantially a systems engineering that needs breaking organization boundaries among design,procurement and design,as well as enhancing planning and coordination so as to speed up engineering progress.
