TBT发展新动向及对广东高新技术产业的影响

Trends of TBT and Its Effect on High-tech Industry in Guangdong

从国际贸易实践看,TBT(全称Technical Barriersto Trade,技术贸易壁垒)逐渐取代传统的关税壁垒成为贸易保护中最重要的手段。"不断提高标准"是TBT的发展趋势,其影响力已经由传统行业向高新技术产业渗透,加上金融危机的影响,广东的高新技术产业出口贸易正面临着严峻的挑战。文章从TBT发展的新动向入手,分析广东高新技术产业面临的挑战,并提出密切关注国外具有标杆性质的法规或标准,树立绿色生产观念、推行绿色管理,及时参与TBT措施实施前的评议,加强研发以培育具有自主知识产权的产品出口,积极参与标准的制定等应对策略。

From international trade practice, we find that TBT is gradually substituting the traditional tax barrier and becomes the most important means of trade protection. ＂Improving standards unceasingly＂ is the trend of TBT development and its influence has already infiltrated into the high-technology industries from the traditional industries. In addition, due to the effect of the financial crisis, the export trade of the high-technology industries of Guangdong Province is encountering austere challenge. This paper will start with the new trend of TBT development, and then, analyze the challenges that the high-technology industries of Guangdong Province are facing. Meanwhile, this paper will also propose some strategies to answer the challenge, such as, to pay close attention to the law and regulations or standards of abroad; to build up the concept of green producing and promote the green management; to participate in judging and discussions in time , which should be conducted before TBT measures are implemented; to reinforce the exploration in order to cultivate the product export with the independent intellectual property, and to participate actively in working out the standards, etc.
