Optimization of Institutional Arrangements for the Employment of University Graduates

大学生就业难问题不仅是一个经济问题,更是一个社会问题。其根源主要在于大学毕业生劳动力成本缺失、经济产业结构与大学生就业失衡、大学生就业保障制度缺失、就业制度激励功能弱化。文章认为,破解大学生就业困局的出路关键在优化制度的安排,即构建资本积累与劳动效益的平衡机制,创新产业政策,建立完善大学生就业保障制度,强化就业制度激励功能。

The employment of the university graduates is a social problem more than an economic issue. Its roots mainly from labor costs, lack of university graduates, economic imbalance in industrial structure and employment of university students, college students lack of employment security system, employment system and weakening the incentive function. This paper considers the way to break the deadlock of the employment of university graduates lies in optimizing the system arrangement, whereby the accumulation of capital and labor to build effective balancing mechanism, innovation and industrial policy, establish a sound employment security system for college students, strengthen the employment system stimulants.
