Analysis of the Occupation-compensation Balance Between Different Regions of Farmland

耕地易地代保是对现行耕地保护制度难以适应保护耕地与经济社会发展对耕地资源大量需求的双重要求的合理选择。文章在对耕地易地代保政策的缘起、局部实践及其效果评析的基础上,提出进一步完善耕地保护政策的改革建议。

Occupation-compensation balance between different regions is a rational choice of conservation institutions of farmland in China, which are in a dilemma in keeping a balance between farmland occupation and compensation. This paper first discussed origin of the requisition-compensation balance between different regions, practice and exploration in some regions and policy effects. Then it concluded some tactics to improve conservation institutions of farmland.
