集聚曹娥江水资源优势的若干思考

Some Thoughts on the Advantage Integration of Cao'e River Water Resources

集聚优势的实施要以资源的合理配置为前提。而水资源是基础性的自然资源和战略性的经济资源,生态环境控制性要素之一。集聚优势,必须高度重视水资源的科学配置。本文运用集聚优势一些理论,对曹娥江流域水资源、水工程、水管理等若干问题作了调研与思考,提出了必须从分析水资源现状及趋势出发,正确把握集聚优势的基础;必须从剖析主要问题及原因角度,切实找准离散的要害,继而,形成了集聚曹娥江水资源优势的思路,提出了"五个统一"、"四个坚持"、"一大创新"、"六大体系"的基本构想及对策措施。

Water is basic natural resources,strategic economic resources and one of the controlling elements of the ecological environment.The implementation of advantage integration needs the rational allocation of water resources as a precondition.We must attach great importance to the scientific allocation of water resources to achieve advantage integration.By using a number of advantage integration theories,this paper investigates and reviews some questions on Cao'e River Basin water resources,water engineering,water management;it also presents that we must start from the analysis of water resources situation and the trend to grasp the basis of advantage integration,identify the key to discrete effectively from analyzing the main point of the problem and causes,then form the idea of integrating Cao'e River water resources' advantages.Besides,based on Cao'e River particular reality,with advantage integration,discrete disadvantages and the purpose of promoting development,this article specifically proposes the idea of '5416',in another word,the basic concept and countermeasures of 'five reunification','four cardinal principles,' 'one great innovation,' 'six systems',to form Cao'e River's configuration of 'Integrated river basin,harmonious and multiple win,cooperation linkage,elements' integration',so as to provide a positive effect for Shaoxing City and even Eastern Zhejiang Province's gathering in elements of water resources and promoting the regional competitiveness.
