广西土地利用计划管理创新探讨

A Discussion on Innovation of Land Use Plan Administration in Guangxi

自2004年土地利用计划实行指令性管理以来,广西在加强土地利用宏观调控、科学安排用地计划、保护耕地等方面取得了一定成效。但同时也暴露出指标下达不尽科学,计划指标体系不够完善,计划执行监督考核较弱等问题。因此提出了实行差别化、动态化、统一化和精细化的计划管理创新思路,为完善广西土地利用计划管理提供参考。

Since the implementation of instructed management of land use plan in Guangxi in 2004, effects have been achieved in terms of macroeconomic regulation strengthening, scientific controlling of land use, and farmland protection. However, problems also exist, including incompletely scientific transmitted indexes, imperfect planned index system, and relatively weak monitoring and checking of the planning implementation. Therefore, this paper puts forward an innovated plan management method, which is characterized as ＂differentiation, dynamism, unification and elaboration＂ to provide reference for the optimization of the land use plan management of Guangxi.
