数字技术、网络技术的利用,图书馆联盟业务重点朝着联合开发数据库、数字资源远程传递、资源共享方向发展,著作权侵权的问题突显。图书馆联盟合理使用著作权作品,则享受作品复制、网络传播等侵权责任的豁免权;对于脱离合理使用"轨道"的行为,且未与作者达成许可协议的,联盟应承担相应的侵权责任。

With the application of digital and network technologies,the library unions begin to put emphasis on united databases development,digital resources delivery and resource share.So the problems of copyright infringement are increasingly standing out.The article considers that the library unions use fairly copyright works,they should receive immunity to infringement responsibility such as works reproduce,network communication,etc.;but if the unions do the behavior out of the way of fair use and have no permission contract with the authors,they should take on corresponding responsibility.
