The guiding role of a public library has a close relationship with its community service.Pudong New Area Library takes the ＂Participation in the Expo,devotion to Expo＂ as an opportunity to measure its capacity on community service and the quality of its service under the circumstances of all people working together to prepare for 2010 Expo,taking part in the development of civilization construction of the community actively.It devotes to 2010 Expo by leading people in community to improve public civility constantly through its solid efforts to utilize its prevailing cultural information resources.Its experience indicates： the better community service is,the more effective its guiding function worked in the construction of a public civility is.
