Based on Shenzhen public transportation development status and opportunities, the issues of setting up three-level bus line network system including measures to enhance the competitiveness of public transport, planning concepts and advantage of three-level bus line network system programs are analyzed. The system has been applied in Shenzhen. From the result of the given scheme, the public transportation development of Shenzhen city has been promoted a lot.
