党的基层组织是党在社会基层组织中的战斗堡垒,是党的全部工作和战斗力的基础,是党联系群众的桥梁和纽带,是党领导和执政的重要基础。党的十七届四中全会对党的基层组织建设做出了明确部署,新的历史条件下,要本着以推动发展为中心、以服务群众为根本、以凝聚人心为关键、以促进和谐为保障的角度来推进党的基层组织建设,把党的组织优势转化为推动科学发展的强大力量。

The Party＇s grass-roots organizations are the fortress of Party in the social organizations, is the Party＇s entire work and combat effectiveness of the foundation of the Party, the bridge and link between the masses and the Party, the important foundation of the Party leadership and ruling. The party＇s 17 Fourth Plenary Session made a definite plan for the construction of the Party＇s grassroots organizations. Under the new historical conditions, the advance of the Party＇s grassroots organizations must be based on the promotion of development, serving the masses and uniting people as a basic, and promoting the social harmony; the transformation of the party＇s organizational advantages into a powerful force for promoting the scientific development.
