摘要
通过建立SWOT模型,在对淮河行蓄洪区的优势、劣势、威胁和机会进行系统分析后,寻求淮河行蓄洪区运用与经济协调发展的新模式,即行蓄洪区防洪—经济—生态协调发展模式。在对该模式的可行性进行论证的基础上,提出淮河行蓄洪区应通过改变土地利用方式、调整产业结构、集中安置区内群众、鼓励人口外迁等办法,确保行蓄洪区安全生产和建设,实现人水和谐、人地和谐。
The paper analyzes the strengths, weaknesses, opportunities and threats of flood detention area of Huaihe River through establishing the SWOT Model in order to seek the new model for the application of this area and economic harmonious development. That is, the flood control-economy-ecological harmonious development pattern. Then, bring forward upon proof of the feasibility of this pattern, that the flood retention area of Huaihe River should guarantee the safe production and construction in flood retention area and co-exist with water and land harmoniously by such means as changing the land use pattern, readjusting industrial structure, resettle residents in the area and encouraging them to move out.
