The article analyses the background and frame content of Hong Kong International Convention For the Safe and Environmentally Sound Recycling of Ships.2009.BY comparing the management of maritime departments for ship recycling with new requirement of the convention, it researches how to manage ship recycling after the convention taking effect and gives corresponding countermeasures.
