This article introduces the process of accident and rescue happened on M/T ＂Front Page＂ when she intended to drop anchor at Xia Zhi Men anchorage of Ningbo port. The main reasons are captain＇s lacking responsibility and knowledge and skill about VLCC. In addition, port authorities had to take some responsibility for the accident in respect of arrangement of departure time for a VLCC was still under state of deep draft. Seafarers should be capable of knowing port regulation, fairway, anchorage etc. And authorities also should be more professional, reasonable and considered in port management for the safety of navigation.
