The Interests Demands of the Public Decision-making and Interests of the Game——Based on the Panyu Waste Incineration Incident Analysis

在2009年发生的"番禺垃圾焚烧事件"中,各种社会利益主体的利益诉求得到充分表达,公共利益、政府利益与私人利益对公共决策产生了重要影响,并由此形成相关利益主体之间的博弈,从而使得公共利益得到维护,公共决策的理性得以回归。为了进一步巩固和完善我国公共决策的利益博弈机制,应大力推动公民参与公共决策并实现决策主体多元化,致力实现决策程序的法制化和民主化,努力构建和完善公共决策监督机制与问责制度。

In the Panyu Waste Incineration Incident 2009, the interests demands of various social organizations are fully voiced, the interest of the public, govemment and individuals are playing their due roles in the decision-making process, resulting in the gaming among the interest parties and eventually in the safeguarding of the public interest as well as the return of the rationalization of the public decision-making. To reinforce such mechanics, we must promote the public involvement to realize the diversification of the process, the legalization and democracy of the decision procedures and also to construct a complete system of supervision and accountability
