对铁路选线涉及的景观保护区法规的解读

Explication of the Regulations for Landscape Protection Area Related to Railway Route Selection

我国自然、人文景观资源丰富,协调景观保护与铁路建设的关系十分重要。在对我国自然保护区、森林公园、风景名胜区、地质公园、世界生物圈保护区、世界遗产和文物保护单位7类景观保护区的概念、分类、等级、发展规模、管理方式等方面进行梳理的基础上,对铁路选线可能涉及的各类景观保护区的法规条例进行了解读。按照不同景观保护区的法规条例要求,提出了涉及不同景观保护区的铁路选线的原则和处理方法,该研究对我国涉及景观保护区的铁路选线工作具有一定的指导意义。

China is rich in natural and cultural landscape resources,and coordinating the relationship between landscape protection and railway construction is of great significance.The concept,classification,grading,development,and administration of natural reserve area,forest park,famous scenic site,geopark,world biosphere reserve,world heritage and cultural relics conservation unit were described firstly in this paper,and then the related landscapes protection regulations when processing the railway route selection was explicated.According to the detailed regulations for different landscape protection area,the corresponding principles and methods for route selection were put forward.
