The built environment is responsible for as much as 50% of national greenhouse gas emissions in many developed countries.Therefore,as Governments around the world look for an appropriate response to the threats posed by climate change it is clear that the built environment will play an important role.Strong leadership from the government is needed in order to provide certainty for long-term business planning and commercial investment,and legislation and incentives are likely to be required in order to ensure the industry responds promptly.The paper discusses the UK Government's' zero carbon' buildings policy,its impact on low-energy building design and some of the unintended consequences that have arisen.The author highlights the need for co-operation and dialogue between different industry stakeholders and the government in order to develop a policy framework that encourages industry to proactively innovate in order to deliver cost effective solutions that genuinely respond to the challenges posed by climate change.
