1939年抗战时期西康宁属的“禁烟”举措

Opium-Banning of Xikang Ningshu During the Political Ban Period in 1939

本文以台北国民党党史馆所藏"国防最高委员会"档案为主,探寻1939年蒋介石为巩固川、滇、黔等西南抗战基地、控制西康,在西康宁属实施禁烟的历史真相。然而"禁烟"的背后却涉及中央、地方集团之间不断的利益争夺和冲突,以至烟患禁而不绝、卷土重来。

Based on the Supreme National Defense Council archives from Taipei KMT Party History Meseum, the essay tries to find out the fact that Chiang Kai-shek put into practice to Opium-Banning in Xikang Ningshu （region of Ningyuan ,Xikang Province ） in order to consolidate the supply base of Anti-Janpanese War, such as Sichuan,Yunan and Guizhou province.during the Political Ban by Nanjing National Government in 1939. It involved group interest eonfliets between central and local government so that Opium-Banning did not really work,even bounced back.
