Based on the analysis on current situation of water environment in China, it figures out that comprehensive improving measures must be taken to improving water environment with the current social economic condition and management system. There are no specific norms and regulations for the benefit analysis of water environment improving yet. It advises that the benefit of water environment improving can be analyzed from enhancing ecology system function and cutting pollutant emissions.
