从黄河洪水灾害处置谈应对突发公共事件的体制机制建设

Discussion on the construction of public emergency response mechanism with the disposal of the flood in Yellow River

在分析黄河洪水灾害特点,总结黄河洪灾应对措施和经验的基础上,结合当前我国自然灾害形势和应对处置的实践,初步提出了应对突发公共事件需建立的体制和机制。

Based on the analysis on the character of flood in Yellow River and the summary of its response measure and experience, combing the current situation of natural disaster and the disposal practice in China, it proposes constructing corresponding system and mechanism to response to the public emergency in this paper.
