Thoughts on accelerating reform and development of hydraulic station in small towns

近年,我国乡镇水利站已成为水利事业最薄弱的环节,亟待加快发展与改革步伐。在简要分析乡镇水利站历史背景和发展现状的基础上,深入研究现阶段乡镇水利站在机构性质、机构设置、职能界定、经费保障、人员队伍等方面存在的困难与问题,并从分类定性、理顺管理体制、创新发展机制、加大公共财政支持力度、优化人才队伍等方面提出相应的建议。

Recently hydraulic station in small towns has become the weakest part in hydraulic engineering, which need to develop and reform. Based on the brief analysis on the historical background and development situation of hydraulic station in small towns, it studies in deep the difficulties and problems, such as character, agencies, definition of function, funding and workforce and so on. It also give some recommendations on classification of qualitative, rationalization of the management system, innovating development mechanisms, increasing public financial support, optimizing workforce team and other aspects.
