中日区域经济协调发展政策比较分析

A Comparative Study on Regional Economic Policies in China and Japan

本文主要从财政转移支付、国土开发和人口迁移三个方面对中日的区域经济协调发展政策及其效果进行分析,探讨其中的差异及原因。由此发现,中日区域经济政策的差异主要体现在一般性转移支付、基础设施建设和教育的财政投入以及户籍制度等方面,据此,我们提出了相关政策建议。

Regional disparity has been one of the big problems in the growth process in China. This paper compares the regional economic policies which have been taken by China and Japan to reduce the disparity from the perspectives of fiscal transfer payment, national land development and labor migration. We show that, the differences on the general transfer payment, the government spending on infrastructure and education and Hukou system are mainly the reason why the regional policy effects are different between the two countries. Some suggestions are then given in the paper.
