21世纪是全球化、信息化的城市世纪,多元化、多极化、竞争化成为全球时代城市发展的新特征。如何吸引更多的发展资源,创造更多的发展机会,争创富有发展潜力的全球机会城市,成为世界诸多城市企图保持长久竞争力的普遍选择。本文在积极借鉴吸收纽约机会城市最新研究成果的基础上,对机会城市这一新命题进行了理论探讨,构建了机会城市的规划框架,并对我国上海、北京等特大城市创建全球机会城市提出了相关发展战略。

It is a city century in the 21st century.Multiplication,multipolarization and competitionzation turns into the new characteristics of city development in the global time.How to attract more development resources,creates more development opportunities,creates global opportunity city with richer development potential,becomes a universal choice of many world cities attempting to maintain the long-time competitive power.Based on absorption and reference on opportunity city of newest research results in New York,this article discusses on the theory of opportunity city,and constructs the plan frame of opportunity city,and finally propose some developmental strategies for shanghai,Beijing city to found the global opportunity city.
