我国炼油工业发展现状与趋势分析

An analysis of China's current and future oil refining industry

新世纪的第一个10年,我国炼油能力激增了72.8%,成为建国60年来炼油能力增量最大、增速最快的10年。在这10年中,我国原油一次加工能力快速增长,总体格局不断变化;炼厂装置规模不断扩大,炼化一体化程度不断提高,国际竞争力不断增强;炼油装置结构不断调整,深加工、精加工和适应能力不断提高;油品质量升级步伐明显加快,替代燃料发展稳步推进。2009年我国炼油业克服金融危机影响,在成品油定价机制改革推动下,走出了由低走高、扭亏为盈的过程。目前我国炼油工业已进入一个由大走强的历史发展新时期。未来我国炼油工业将努力转变发展方式,通过调整结构、合理布局、优化配置资源、促进科技创新、推进炼化一体化和基地化建设,在继续增大规模实力的同时,持续提升盈利能力和国际竞争力,使我国真正实现由炼油大国向炼油强国的转变。今后要加强行业的宏观调控,注意把握投资和投产节奏,确保我国炼油工业有序健康发展。

In the first decade of this century,China's oil refining capacity has increased by 72.8%,which has been the highest and fastest growth during the 60 years since the founding of the PRC.During these ten years of rapid development,the overall situation has been continually changing:The gamut of refinery equipment has kept expanding,the integration of refining and petrochemical businesses has made steady progress.The structure of the devices has continuously adjusted,and deepprocessing,finishing work and flexibility steadily increased.The quality of oil products has increased at a distinctly rising pace,and the alternative fuels have been steadily developed.In 2009,the oil processing industry shook off the effects of the financial crisis and flourished in a situation of pricing reform,turned losses into profits.Currently,China's oil refining industry is entering a new period where it is not only to be large,but also powerful.China will strive to shift the mode of development,by means of adjusting the structure,making reasonable layout,optimizing the allocation of resources,promoting technical innovation,petro-chemical integration and base construction.It will continue to increase in the scale and strength,as well as profitability and competitiveness.In this way,China will manage the quantum leap from just a large oil refining country to a powerful oil refining country.From now on,China will strengthen the refining industry's macrocontrol,pay the utmost attention to the rhythm of investment and production to ensure the orderly and healthy development of the industry.
