摘要
2009年哈中原油管道二期工程和中亚—中国天然气管道相继投产,使中亚地区的油气资源第一次往东从资源国直达消费国。预计2020年该地区哈萨克斯坦出口原油将超过1亿吨,俄罗斯方向仍将是其最主要的出口方向,输往中国的哈国原油不会超过其出口总量的1/7。2020年土库曼斯坦天然气出口量约为1000亿立方米,其中输往中国的天然气将接近一半。由于中亚地区多条油气管道正在规划或实施增输改造,未来不同方向的油气管道外输竞争将十分激烈。为此,对中国的政府和石油公司提出了六条建议。
In 2009,the second phase of the Kazakhstan-China oil pipeline project and the Central Asia-China natural gas pipeline were taken into operation one after the other.For the first time,oil and gas resources in Central Asia directly flow to the east consumer.It is estimated,Kazakhstan-exported oil will surpass the one hundred million ton in 2020,with Russia still the most important direction of these exports.Its crude oil exported to China will still be a mere 1/7.In 2020,the Turkmenistan's gas exports will reach 100 billion cubic meters,half of which will be flowing to China.With several oil and gas pipelines in Central Asia in being planned or implement upgrading,the competition of oil and gas export pipelines in different directions will get increasingly stiffer.For that reason,there are six propositions to be made to China's government and her oil companies in this paper.
