Investigation Report on Return Visit Public Libraries of Hengyang City

衡阳市县级公共图书馆五年来的变化,折射了全国基层公共图书馆的发展。变化和发展主要表现在:党委政府对发展公共图书馆事业的认识有提高,重视程度在加强;馆舍面貌明显改善;服务设备跨入计算机和网络时代;经费保障有改善;服务范围有拓展,服务能力有提升,服务效益有改善。目前面对的新问题主要是:"人吃楼"凸显出来;构建服务体系与做强中心馆;经费总量与经费结构;队伍建设与馆长选任;服务效益与持续发展;农家书屋与公共图书馆。县级公共图书馆的持续发展,必须寻求对新问题的新突破。

The change of five years of public libraries of Hengyang City reflects the development of grass-roots public libraries in China . Change and development mainly is manifested in the following aspects：The Party committee and government has increased awareness and emphasis of the development of public library cause;library premises have been improved;service equipments and computers have entered Internet age;library fund has guarantee;services have expanded,service ability has been raised;service efficiency has improved. Faced new problems in the following aspects：library outlay is insufficient;building service system to become strong central library;the total fund and fund structure;library staff development and election of director;service efficiency and sustainable development;rural reading room and public library. In order to develop the county level public library we must seek the way to solve new problems.
